The gyms could benefit from having sections that accommodate to people of various work-out levels/ experiences. I can't imagine that new-bees would be in the same room as those who have been doing it for years... are they?
Generally speaking, really buff men (and women) can and do intimidate people of a smaller stature or those who feel unable to defend themselves, so it's not that far fetched that something like this would come up- be it at the gym, or at public pools/ beaches, etc.
They however need to know that at the gym, there's alot of heat and sweat involved, so the fewer articles of clothing a person has on, the better their body is able to regulate that heat.
Lastly, if that can't happen, folks can opt to working out at home or where ever else they feel comfortable.
To answer your question from a personal stance, no. I don't go to the gym, but I've accompanied my cousin there, and they were dressed just fine and I understand that coming from an athletic family that's the best way dress. When I do work out, it's usually when I go swimming and I'm modest in that regard, and when I go walking, or use equipment at home.
